Solid City Walls provide defensive bonus when your city is under attack. Defending devices such as Rolling Logs are also stored on the City Wall. Do not neglect city defense while you are developing economy.
Upgrading the wall will accommodate more defensive device. And each device has its own city wall level requirement to be able to create them
