It's not clear yet what this building do in terms of civil affairs.. but it is said that it can increase the amount of orders you can give. But if you're a newbie in the game, the governor's house is one of the most visited buildings in the city. Why? because of "Book of Heroes" in the daily quest. The name can be found here by clicking the portrait of the councilor.
